Indonesia Golden Visa: Requirements and Investment Amounts
The Indonesia golden visa in full: every investment amount, the second-home and retiree routes, what the permit allows, and what happens if the commitment is missed.
- Permenkumham No. 22 Tahun 2023 tentang Visa dan Izin Tinggal — in force 24 August 2023. Chapter V (Articles 184–190) creates the golden visa; Articles 39, 40, 56 and 62 set the amounts; Articles 173–179 the route to permanent stay; Articles 196–198 the commitment check and cancellation
- Permenkumham No. 11 Tahun 2024 — in force 3 May 2024. Restates Articles 39 and 40, adds the parent-company representative (Article 186) and lowers the retirement age to 55 (Articles 62 and 189)
- PP No. 40 Tahun 2023, fourth amendment of PP No. 31 Tahun 2013 on the Immigration Law — in force 4 August 2023. Stay permits of up to ten years (Article 148); no sponsor for investors (Articles 171A and 171C); cancellation where the guarantee is not delivered or not maintained (Article 171D)
- Perpres No. 157 Tahun 2024 — in force 5 November 2024. Moves the Directorate General of Immigration to the Ministry of Immigration and Corrections
- Permen Imipas No. 3 Tahun 2025 — in force 6 May 2025. The separate regime for former citizens and their descendants
The Indonesia golden visa is not a visa of its own. It is the name the regulation gives to a group of permits — the limited-stay visa, the limited stay permit (ITAS, Izin Tinggal Terbatas), the permanent stay permit (ITAP, Izin Tinggal Tetap) and the re-entry permit — issued for up to five or up to ten years. It serves four purposes: investment, family reunification, repatriation and a second home.
That definition is in Articles 184 and 185 of Permenkumham No. 22 of 2023, the regulation on visas and stay permits, as amended in 2024. That regulation sets every qualifying amount, and article numbers below refer to it unless another instrument is named. It was made by the Ministry of Law and Human Rights; immigration has sat under the Ministry of Immigration and Corrections since 5 November 2024 (Perpres No. 157 of 2024), and regulations made before the move still apply.
Investor routes into the Indonesia golden visa
| Up to 5 years | Up to 10 years | Put into | Set by | |
|---|---|---|---|---|
| Investor setting up a company | US$2,500,000 | US$5,000,000 | The placed capital or investment value of the company you establish | Articles 39(2) and 40(2) |
| Investor, no company | US$350,000 | US$700,000, or an apartment worth at least US$1,000,000 | Indonesian government bonds, shares in listed Indonesian companies, or mutual funds | Articles 39(3) and 40(3) |
| Foreign company's appointee | US$25,000,000 | US$50,000,000 | Committed by the foreign company establishing a branch or subsidiary in Indonesia | Articles 39(4) and 40(4) |
Each amount is a commitment. You state it when you apply, and you have 90 days from the day the ITAS is issued to deliver it. The corporate route covers directors and commissioners of a branch or subsidiary that a foreign company is setting up — at most ten per company (Article 186(2)) — and, since 2024, one representative of the foreign parent (Article 186(3)).
The company route means establishing a foreign investment company (PT PMA), which has capital rules of its own alongside these. Below these amounts, the ordinary investor KITAS (Kartu Izin Tinggal Terbatas, the card that evidences a limited stay permit) rests on a shareholding of at least Rp10 billion and runs for up to two years (Article 38).
The second-home route, which includes retirees
The second-home purpose is wider than its name. Article 189 puts four groups inside it, and only one of them is about a home.
Second home
US$130,000 in an account in your own name at a state-owned bank, or an apartment worth at least US$1,000,000 (Article 56). Up to five years.
Aged 55 or over
US$50,000 at a state-owned bank, plus a pension or income of at least US$3,000 a month (Article 62). Up to five years. The one-year route with a guarantor is not listed as a golden visa.
Special expertise
No investment amount. Either an invitation backed by a central-government guarantor (Article 57), or, without one, a certificate in a field the state needs or a degree from a top-100 university in the last three years, plus a commitment to work with a government body (Article 58). Up to five or ten years.
World figure
No investment amount. An invitation from the central government (Article 59). Up to five or ten years.
Every route also asks for proof that you can support yourself and your family while you are in Indonesia. The regulation leaves the amount to the Director General of Immigration rather than fixing it (Article 39).
Former Indonesian citizens and their descendants were part of the scheme when it launched. Since 6 May 2025 they have a separate regime with its own, lower amounts, under Permen Imipas No. 3 of 2025, and the Directorate General of Immigration now calls its permanent routes Global Citizen of Indonesia. It compares Global Citizen of Indonesia with the golden visa.
What the permit gives you
- An ITAS and a re-entry permit for up to five or ten years (Article 185), within a ten-year ceiling on any limited stay permit (PP No. 40 of 2023, Article 148).
- Multiple entry, for as long as the re-entry permit is valid.
- No sponsor. The committed investment or deposit — the regulation calls it an Immigration Guarantee — takes the place of one (PP No. 40 of 2023, Articles 171A and 171C).
- Priority lanes at designated immigration checkpoints and priority service at immigration offices (Article 190).
Bringing your family
You do not add family members to your application. Each one applies separately, relying on your Immigration Guarantee, and their permit never runs longer than yours. Article 187 provides for:
- a spouse
- an unmarried child under 18
- a parent
Because each is a separate filing, dependant permits are worth preparing alongside your own rather than after it.
What it does not let you do
The golden visa is not a general work permit. What each route allows is narrower than the name suggests. As the Directorate General’s own visa pages describe them:
- Investor with a company — a seat on the board of directors or commissioners of the company invested in.
- Investor without a company — investment and the business activity connected with it.
- A foreign company’s appointee — the role in that company.
- Second home and aged 55 or over — other activity only after reporting it to the immigration office.
Anything beyond that needs approval for a second position or activity, supported by a document from the authority responsible for it (Article 201). For employment, that means the manpower side of the process as well — the same route a work permit KITAS follows.
How the permit runs over time
-
Apply online
Through evisa.imigrasi.go.id, with a statement of the investment or deposit you commit to (Articles 39 and 40).
-
Immigration issues the ITAS at the border
Immigration issues the stay permit and re-entry permit when you are admitted at the checkpoint, according to the Directorate General's visa pages.
-
Deliver the commitment
Establish the company, buy the bonds or shares, or place the deposit (Articles 39 and 40; PP No. 40 of 2023, Article 171D).
-
Immigration checks the guarantee
Immigration confirms you still meet the golden visa criteria, on evidence such as bank statements, company documents and shareholdings (Article 198).
-
You can apply for permanent stay
Conversion to an ITAP becomes possible after three consecutive years on the ITAS (Article 179). See the questions below.
If the commitment is not met
If the investment is not made or the deposit not placed, the visa and permits can be cancelled (Article 197(1)). Cancellation comes with a repatriation stamp in the passport and an order to leave Indonesia within seven days (Article 197(2)). The same applies if the yearly check finds the guarantee has fallen below the committed value (PP No. 40 of 2023, Article 171D). An unmet commitment also blocks conversion to permanent stay (Article 178).

What this means for you
Choose the route by where the money will sit, not by the length of permit you would like. The amount, the kind of asset and the 90-day deadline all come with the route.
The figure is not a one-off test either. It is checked every year and has to hold for the life of the permit, so money you may need back within five years belongs somewhere else. Check, too, that what you intend to do in Indonesia fits the route before you apply rather than after.
A long permit does not settle your tax position. Tax residency follows its own tests, set out in our guide to moving to Indonesia, and if you live here on a golden visa, personal tax is worth settling early.
