Licensing in OSS Indonesia follows one chain. You pick a five-digit code from KBLI 2025 — the Klasifikasi Baku Lapangan Usaha Indonesia, the government’s standard business classification — for each activity the business will carry on. Those codes go into the company’s articles of association. OSS — Online Single Submission, the government’s licensing system — reads them, registers the business and issues its NIB (Nomor Induk Berusaha, the business identification number). The code and the size of the business then set a risk level, and the risk level sets the licence: from the NIB alone to the NIB plus a permit.

How a KBLI code works, and the 2025 edition

KBLI sorts every economic activity into a code. It starts with a letter for the category, then narrows digit by digit:

  • golongan pokok, two digits: the broad sector
  • golongan, three digits
  • subgolongan, four digits
  • kelompok, five digits: the specific activity

Licensing works on the fifth digit. Each business line is entered and licensed against its five-digit code, location by location (PP 28/2025, Article 211).

The edition in force is KBLI 2025, set by Peraturan BPS 7/2025. It took effect on 18 December 2025 and revoked KBLI 2020 on the same day (Articles 6 and 7), giving every user six months to adjust (Article 5). The OSS agency says it has applied KBLI 2025 to new applications since mid-June 2026. Licences issued before then carried over without any action from the business, because OSS adjusts existing licences itself when the classification changes (Permeninves/BKPM 5/2025, Article 393). KBLI 2025 was amended once more in September 2026 (Peraturan BPS 6/2026).

Check any code number against KBLI 2025

Codes were renumbered in the new edition, and some old numbers now describe a different activity. A code number taken from a guide written before 2026 may no longer mean what the guide says. Confirm each code against KBLI 2025 before it goes into the deed.

How the risk level decides the licence

The government sets the risk level in advance. It identifies the activity by its KBLI code and the size of the business, then assesses the hazard to health, safety, the environment and resources, and how likely harm is (PP 28/2025, Articles 126 and 127). The result places each activity in one of four tiers, and each tier has its own form of licence (Articles 128 and 218(2)).

The NIB: one registration for the whole business

The NIB is the business’s identity in OSS and its proof of registration. It is issued by the Lembaga OSS — the Ministry of Investment and Downstreaming, which also acts as BKPM, the Investment Coordinating Board. It records the company’s profile, capital, tax number, KBLI codes and location (PP 28/2025, Articles 206 and 207). Besides identifying the business, it also serves as (Article 206(5)):

  • the importer identification number
  • access to the customs system for importing and exporting
  • registration with BPJS, the health and employment social security schemes
  • the first manpower report for the business

A business holds one NIB, however many activities it carries on, and the NIB has no renewal date: it stays valid for as long as the business operates (Article 206(2) and (9)).

Registering in OSS Indonesia, step by step

  1. Choose the codes

    Pick a KBLI 2025 code for each activity that will earn revenue.

  2. Put them in the deed

    The notary lists them and the Ministry of Law approves the deed.

  3. OSS issues the NIB

    It reads the codes from the Ministry's register and checks the location.

  4. Obtain the licence

    Whatever the risk level requires: nothing more, a certificate or a permit.

OSS does not let you type the codes in. It draws the company’s list of codes from the Ministry of Law’s records (Permeninves/BKPM 5/2025, Article 32), which is why the choice has to be right before the deed is signed. For a new company, MAM advises on the KBLI codes first and then takes the company through the deed, the Ministry of Law approval and OSS registration until its NIB is issued.

Adding a business line or a location later

A new activity is not something OSS can add on its own. The articles of association must be amended first, and that amendment needs the Minister’s approval, applied for within 30 days of the deed (UU 40/2007, Articles 18 and 21). OSS then issues a separate licence for the new activity, with its risk identified afresh. Opening the same activity somewhere else needs a new licence too, but leaves the deed untouched (Permeninves/BKPM 5/2025, Article 232).

Foreign ownership follows the business field

How much of a business a foreigner may own is still set by Perpres 10/2021, as amended by Perpres 49/2021, and OSS screens every business line against it when the company registers (PP 28/2025, Article 208). The rule attaches to the business field the Perpres names, not to a code number — which matters now that the codes have been renumbered. A PT PMA (Perseroan Terbatas Penanaman Modal Asing, a foreign-owned limited company) also plans investment of more than IDR 10 billion per five-digit code per location, excluding land and buildings (PP 28/2025, Article 212(2)). Some sectors, including wholesale, construction, and food and drink, are measured across a wider group of codes (Article 212(3)). For property, accommodation and farming, land and buildings do count (Permeninves/BKPM 5/2025, Article 26(5)).
